Re: Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)

As you may be aware, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) will be implemented on December 30, 2018. Under CPTPP, customs duty on goods originating in Australia, Japan, Mexico, New Zealand and Singapore will be eliminated provided the exporter, producer or importer confirms proof of origin. This preferential tariff treatment will be extended to imports originating from Vietnam as of January 14, 2019.

You must submit your origin declaration to the BC Liquor Distribution Branch (LDB) in order to receive preferential tariff treatment. Please fill out the origin declaration form posted below as soon as possible and email it to ldbadvnt@bcldb.com.

An Excel worksheet is also available should you require more space for multiple products. The wholesale price of your product(s) will be reduced in conjunction with our regular wholesale price change timelines. For example, if the LDB receives the origin declaration form by January 16, 2019, the wholesale price change deadline for Period 12, then the new price will be effective March 3, 2019. If you would like to maintain the wholesale price, you must also complete and submit a price change form.

The LDB’s pricing calculators have been updated and can be used to determine the amount of duty exemption; they are located on the Pricing Information tab on the vendor website. Questions on the calculator should be directed to wholesalepricing@bcldb.com.

The origin declaration form must be submitted on an annual basis prior to the deadline for January price changes in order to continue to receive preferential tariff treatment.
