RE: Updated origin declaration form for imports from EU

Dear Industry Partners,

As you are aware, the Canada and European Union Comprehensive Economic and Trade Agreement (CETA) came into effect on September 21, 2017 and eliminated tariffs on alcohol beverages from the EU. Under the terms of the agreement, an origin declaration form must be completed by the exporter to confirm proof of origin, and must be on file with the Liquor Distribution Branch (LDB) before duties are waived at importation. The LDB has made changes to the origin declaration form, based on feedback from our vendors and suppliers. The revised origin declaration is posted below, along with an Excel worksheet version that permits you to provide proof of origin for multiple products.

Please note that the origin declaration form must be filled out annually; if you wish to qualify for duty exemption under CETA for the year 2019, you are required to fill out the form as instructed and email it to ldbadvnt@bcldb.com. If you have already submitted your original declaration, there is no need to submit again via the revised form.

In some cases the amount of duty exemption may be so minor as to cancel out the effort of submitting the form. You can use the LDB’s Wholesale pricing calculators (found on the Pricing Information tab on the vendor website to determine the amount of duty exemption before filling out the form. Questions on the calculator should be directed to wholesalepricing@bcldb.com.


Please note the following requirements:

  • The origin declaration form must be completed legibly and in full by the exporter and be in possession of the importer of record (LDB) at the time the importation is made. This document may also be completed voluntarily by the producer for use by the Exporter.
  • The product must have a SKU number with the LDB at the time of the origin declaration.
  • The origin declaration will only be accepted if provided to ldbadvnt@bcldb.com.
