*Reminder: Refreshment beverage SKUs, including new product registrations can only be LDB distributed until the following changes come into effect later this spring. Manufacturers cannot deliver their own refreshment beverage products immediately.
The BC Liquor Distribution Branch (LDB) will be introducing changes to allow eligible B.C. liquor manufacturers the option to direct deliver packaged refreshment beverages to wholesale customers.
This change aims to strengthen B.C.’s liquor manufacturing sector, improve supply chain efficiency, and align B.C.’s model with other jurisdictions. The intent of this change is to provide distribution flexibility only; there are no other changes to existing pricing structures, mark-up, or commissions.
It will take a few months to make the necessary systems changes to ensure a smooth transition, with implementation targeted for the spring. Further operational details will be shared with manufacturers in the coming weeks, including information related to direct delivery or LDB distribution requests.
Eligibility
The change only applies to B.C. manufacturers already authorized under their manufacturer licence and sales agreement criteria to produce refreshment beverages and cider, including breweries, commercial distilleries, and land-based and commercial wineries. It also enables eligible B.C. manufacturers to direct deliver packaged refreshment beverages produced by out-of-province manufacturers with whom they share common ownership.
LDB distribution
All import refreshment beverages, wine and spirits will continue to be distributed by the LDB.
In line with our space optimization, any newly available space in the LDB’s warehouse will be filled with other liquor products, including non-stocked wholesale products (NSWP), further benefitting industry manufacturers and wholesale customers.
B.C. manufacturers may choose to continue distributing packaged refreshment beverages via the LDB, subject to the established sales volume criteria.
