As you may be aware, importers must submit a Certificate of Origin to claim the preferential tariff treatment under a free trade agreement. A Certificate of Origin may apply to either a single exportation of goods or to multiple exportations of identical goods exported under a free trade agreement within a 12-month period, e.g. a blanket Certificate of Origin.
Please complete and email the 2025 blanket Certificate of Origin declaration forms applicable to your business to BC Liquor Distribution Branch (LDB) Wholesale Imports (email: ldbta@bcldb.com) no later than January 17, 2025 to maintain the existing preferential tariff treatment code in our systems. The Blanket Certification of Origin Declaration forms can be also found on LDB Vendor website under the Resources/Product Management section (link).
Please note if the LDB does not receive your Blanket Certificate of Origin declaration forms by January 17, 2025, the existing preferential tariff treatment code assigned in the LDB system will be removed and set back to Most Favored Nation Tariff Treatment code (TT02) starting on March 2, 2025 (Period 12). This may impact the wholesale price of your products sold in B.C.

Import agents or their overseas suppliers are required to submit a Blanket Certificate of Origin declaration under the following free trade agreements on an annual basis to claim the preferential tariff treatment code for the liquor beverage products imported into British Columbia, Canada as per the Canada Border Services Agency CBSA memorandum D11-4-14. These could be:
