November 21: Update for Customers Serviced from our Delta Facility

Over the past several weeks, LDB Wholesale Operations has continued to experience challenges with outbound shipping delays and timely invoicing from Delta. We know the impact of our move to the new Distribution Centre in Delta (DDC) has frustrated both our customers serviced from the DDC and our stakeholder groups.  


Demand for product has been greater than our capacity to assemble and deliver orders, and the learning curve was steeper than we anticipated. As a result, product was not flowing through the Delta warehouse effectively and we have experienced some challenges with transactional documents.

The following is an update on the actions we have put in place to address these issues:

Delayed Deliveries
•    We have reduced the volume of new orders by delaying the transition of any additional customers to Delta, and pulling back on those Kamloops customers we had intended to transition this month.
•    Our order volume is now within current capacity at DDC. 
•    New and temporary staff have been hired to increase our staffing levels and to help us clear the backlog.
•    We are steadily improving our productivity each day. 
•    We expect to be caught up on assembling orders this week; and to be shipping orders on time by next week. 

Delayed Invoices
•    We are working through the outstanding invoices and expect to be caught up within the next several days.
•    The vast majority of recent shipments departing DDC have been triggering invoices effectively.

November 8: Supplier, Industry Associations and Third Party Warehouse Updates

We have posted an update for you on our transition to the Distribution Centre in Delta. 


As you know, we have been receiving product into both buildings since late July and we began a gradual transition of our customers over to Delta in late September.  This gradual approach was intended to minimize the impact on customers; however, the outcome has not met our goal. 

What’s New
We have been experiencing outbound delivery delays with our shipments from Delta and have decided to pause the transition process until after the critical holiday period. We have moved around 45% of our prior Vancouver DC volume to Delta.
We will continue to service customers out of Delta, Vancouver and Kamloops, but will not be transitioning any further customers to Delta until we can ensure we are consistently filling and shipping orders on time out of Delta.  

What This Means to You
You have been receiving POs for product to be delivered to Delta and Vancouver since we started our transition – this will continue until further notice.  Shipments to Kamloops will continue as usual.
Please continue to check all purchase order “ship to” addresses carefully, and ensure your supply chain and logistics departments are aware they will continue to ship to both the Vancouver and Delta locations into the new year. 
We will update you when we expect to transition the balance of our customers, and hence all product receipts, to Delta. Orders for 3rd Party Stocked (Spec) Products will continue to be processed during the transition.

November 7: Customer Update

We continue to take a gradual approach to our transition from the Distribution Centre in Vancouver to the new 400,000 sq. ft. Delta Distribution Centre (DDC). Thanks in large part to the cooperation of our suppliers, the new warehouse is now stocked with the vast majority of all product SKUs.

Despite our best efforts, LDB Wholesale Operations continues to experience challenges with outbound shipping delays for those customers we’ve transitioned over to the Delta Distribution Centre; these include stores on Vancouver Island, Whistler, the Sunshine Coast, and Eastern Fraser Valley delivery areas as well as parts of the Interior. Our gradual move-over approach was intended to minimize the impact on customers; regretfully, the outcome has not met our goal. 

To ensure we can consistently fulfil orders and deliver on time from our new site, LDB Wholesale Operations will delay the transition of additional customers from our Vancouver Distribution Centre to DDC until after the holiday season. This means customers will be served from both our Vancouver and Delta distribution centres until early 2019.  In addition to staffing up for the holidays, we’ve also hired external temporary staff to fulfill orders at our distribution centres. 

Moving to Delta has been a significant undertaking as we integrate a new warehouse management system, new processes and new material handling equipment into our workforce.   We are confident that once fully operational, our new facility and systems will result in lasting improvements for our customers. October 4: Update on the New Distribution Centre in Delta

Update on the New Distribution Centre in Delta

Construction of the LDB’s new 400,000 sq. ft. warehouse in Delta is nearly finished, and we’ve been busy filling it with product.  The Delta facility is at just over half its inventory holding capacity, with more than 750,000 cases in stock – that’s more than Vancouver’s total capacity (average is 550,000 cases).

As part of our goal to minimize impacts to our customers, we are taking a gradual approach to our transition process. Last week we completed a pilot program with a few private and public stores to test our end-to-end processes. The simultaneous launch of a new warehouse management system, new handheld and material handling equipment and new processes requires significant integration and this pilot allowed us to ensure we completed lessons learned and will support us in managing any speed bumps we encounter as part of the larger rollout. Thank you to our pilot stores for your participation, feedback and patience! 

All stores in the Whistler and Sunshine Coast delivery areas have transitioned over to Delta and we expect our retail customers in the Eastern Fraser Valley to move next. Please refer to the communication we distributed on September 12th for general details on what to expect. Further information will be provided as your specific transition date draws near. 

This is an exciting time. Our new space is large, bright and a significant change from the Vancouver warehouse.  We expect our new facility and systems will result in many lasting improvements for customers, suppliers and our staff.  We are working through the expected challenges of such a significant undertaking and appreciate your ongoing patience as we continue our building commissioning.

October 10: Invitation to Open House

On behalf of the BC Liquor Distribution Branch, I’d like to extend an invitation to join us at an open house to celebrate the opening of our new liquor distribution centre in Delta.

We are offering stakeholders a tour of the new facility, located at 7003 72nd Street in Delta, on Sunday, October 28, 2018. Please visit us between the hours of 10 a.m. and 3 p.m. Limited space is still available for 90 minute tours scheduled for 11:00 a.m., 12:00 p.m. and 1 p.m. – please contact Nicole Infanti at Nicole.Infanti@bcldb.com for information or to request a spot on a tour.

This new 400,000 sq. ft. facility is almost twice as large as our aging Vancouver warehouse, which opened in 1964, and will allow us to better serve our customers. Among the features:

  • More than double the receiving and shipping capacity to improve our ability to receive and hold additional inventory plus ship existing product on time to improve our service level to our customers
  • A newly designed three-level bottle pick area to increase efficiency in processing orders
  • Automated pallet scale and wrapping machines that can detect if an order is under or above its expected shipping weight, which will lead to reduced shipping errors and costs
  • Expanded customer order pickup area to reduce wait time and improve our customer experience

On a daily basis, staff at the expanded Delta Distribution Centre will receive about 60 truckloads of product and process orders and deliveries to wholesale customers across the province. The larger hospitality customer pickup area will be able to better accommodate the 300 pickups processed each week, with a maximum of 100 per day.

All stores in the Whistler, Sunshine Coast, and Eastern Fraser Valley delivery areas have transitioned over to Delta and all retail customers on Vancouver Island are currently in progress. Please refer to the communication we distributed on September 12th for general details on what to expect. Further information will be provided as your specific transition date draws near. 

As part of this significant undertaking, we are bound to experience some speed bumps that may cause delays to shipping and to our transition process for some customers; please know our team is working hard to move things along as quickly and efficiently as possible. We are pleased to share that our transition into the new distribution centre in Delta is well underway. Our focus has been on building sufficient inventory to prepare us for outbound operations. We appreciate your ongoing participation in the effort to build this inventory, and want to provide an update. Our goal during this transition process is to minimize impacts to our customers.

What’s Happening

While we continue to work with suppliers and agent warehouses to stock the balance of our required inventory for launch, we are behind schedule. Adequate staffing levels, product shortages and the expected start-up challenges when moving to a new facility with new systems and processes have slowed progress, but we are moving steadily forward and gearing up for outbound activities in October. 

What This Means to You

  1. To help ensure we are fully stocked in anticipation of outbound shipping, please ship all outstanding orders intended for the warehouse in Delta as soon as possible.
  2. Due to the revised timelines and corresponding change in October mix and sales volume, we expect to be placing additional orders in areas we are light on in the coming days. Please watch for these POs and action promptly.    
  3. Over the next several weeks expect our PO volumes to increase for Delta and correspondingly decrease for VDC and KDC, however, the priority at your end still remains to fill VDC and KDC POs first. As and when needed, we will rebalance/transfer stock between distribution centres.

Further to our memo dated June 13 I would like to inform you that we are finalizing our plans to start receiving product into the Delta Distribution Centre (DDC) at the end of July, as previously communicated.

We appreciate that many of you have been building inventory as requested to support our operations and to help us minimize impacts to our customers during our transition period.  We understand that your commitment to building this inventory requires additional effort on your part and would like to thank you for doing this work.

We are purchasing the entire additional inventory as we committed to, and will be distributing it between VDC and DDC.

Over the next few weeks you will start to receive POs for product to be delivered to DDC from late July onwards to support stocking up the new DC. Additionally, please be aware that normal ordering patterns for VDC will now continue into mid-September and you will need to have enough product to fulfill these regular order volumes.

Shipments to Kamloops will continue as usual.

In the coming weeks please check all purchase order “ship to” addresses carefully, and ensure your supply chain and logistics departments are aware they will be shipping to both the Vancouver and Delta locations. We anticipate normal business ordering patterns to return by early October.

We now anticipate ordering into the new facility for a late July/early August arrival instead of the late June arrival as communicated previously.

Our goal continues to be to minimize customer impact as much as possible during the transition period. We appreciate many of you have been building inventory as requested to support our transition.

The product you prepared for shipment to Delta is still required to meet customer demand, and will be ordered into both the Vancouver and the Delta distribution centres dependent upon the need for each building.

Vancouver Distribution Centre Transitioning to New Location in Delta

Construction continues on the new DDC. At this time, we are asking you to be prepared to begin shipping inventory to our new Delta facility in late June. There are moving parts with any major construction project, and while we anticipate ordering with a late June arrival, timelines may fluctuate. Our goal is to minimize customer impact as much as possible.

What this Means to You

Inventory Build
Based on current timelines, we require you to have additional inventory available to ship to our new Delta DC in late June, as we build inventory. This product is in addition to our regular expected purchase order activity for June and July business.

We plan to purchase an additional 3-4 weeks worth of inventory to arrive at the Delta DC beginning in late June.

Please check the purchase order “ship to address” carefully, and ensure your supply chain and logistics departments are aware they will be shipping to both the Vancouver and Delta distribution centres. Shipments to Kamloops will continue as usual. Because we are front loading our vendor purchases in late June, you may see reduced purchase order activity in the remaining summer months. We expect normal business patterns to return by mid-August.
