CARM Progress Update – Release 2 Import Beer

 

The BC Liquor Distribution Branch (LDB) is continuing the upgrade of its customs clearance systems as part of the Canada Border Services Agency (CBSA) Assessment and Revenue Management (CARM) initiative, to transform the collection of tax and duty for goods imported into Canada. Our current focus is on CARM Release 2 which is scheduled for October 2023.

The project is progressing well and the LDB will be working closely with its custom bonded warehouse partners over the next several months to ensure a smooth transition to CARM. As part of this work, the LDB will be making some required changes to our internal processes and systems. Once CARM Release 2 is completed:

  • The LDB will move to a duty paid model for Import Beer inventory at the LDB distribution centre. Currently Import Beer inventory at the LDB distribution centre is held In-Bond.
  • Import Beer clearances will be processed by purchase order (PO), instead of weekly batches.
  • A new CARM portal will be launched for Special Clearance brokers.

As announced in May 2022, the LDB successfully completed systems upgrades for Import Wine, Spirits, and Refreshment Beverages and Special Clearance Products.
